CEN TC/445 WG1

Financial Data Access (FIDA)

The European standardisation framework for open finance and insurance data access — enabling customers to share their financial and insurance data with authorised third parties through secure, standardised APIs.

What is FIDA?

The Financial Data Access (FIDA) regulation is a European Union legislative framework that extends open banking principles to the broader financial sector — including insurance. It grants customers the right to share their financial data with authorised third parties through standardised, secure APIs.

CEN TC/445 Working Group 1 is the European Committee for Standardisation technical committee responsible for developing the technical standards that implement FIDA — defining the API schemas, consent flows and data models that insurers and financial institutions must expose.

Core components

Customer Consent Framework

Standardised consent flows that allow customers to authorise third parties to access their insurance and financial data — with granular control and revocation rights.

Insurance Data Schemas

Common data models for insurance products, policies, claims and premiums — enabling interoperability across insurers and EU member states.

Open API Specifications

REST API specifications that insurers must implement to expose customer data to authorised Financial Information Service Providers (FISPs).

Security & Authentication

OAuth 2.0 and OpenID Connect profiles tailored for financial data access — ensuring secure, auditable data sharing across the EU.

FIDA in MCP servers

MCP servers implementing FIDA/CEN TC/445 standards act as FISP-compatible clients — handling consent acquisition, token management and data retrieval on behalf of AI agents. This allows agents to access customer insurance data in a fully regulation-compliant way.

Initiate and manage FIDA consent flows within agent conversations

Retrieve customer policy portfolios from FIDA-compliant insurers

Access claims history and premium data with customer consent

Works across all EU insurers required to implement FIDA APIs

Consent status verification before any data access
